Yes. You can type with comma or dot; Budget normalizes the value and stores it correctly.

Yes. Currency is a per-user setting and affects how amounts are displayed.
Can I create my own categories?
Yes. You can add categories anytime; they are shown in alphabetical order and quick chips learn from your usage.
